Baluchistan province reaches consensus on labor legislation and labor policy

The Government of Baluchistan re-affirmed its commitment towards full compliance to International Labour Standards ratified by Pakistan during a 3 day tripartite consultation on provincial labour legislation and labour policy held at Karachi from 18-20th of March 2015. The consultation was hosted by Department of Labour, Government of Baluchistan in collaboration with ILO Country Office for Pakistan and was attended by a wide range of stakeholders including Workers and Employers Representatives from Baluchistan.

ISLAMABAD (ILO News): The Government of Baluchistan re-affirmed its commitment towards full compliance to International Labour Standards ratified by Pakistan during a 3 day tripartite consultation on provincial labour legislation and labour policy held at Karachi from 18-20th of March 2015. The consultation was hosted by Department of Labour, Government of Baluchistan in collaboration with ILO Country Office for Pakistan and was attended by a wide range of stakeholders including Workers and Employers Representatives from Baluchistan.

The three day consultation provided an opportunity to all the stakeholders to thoroughly review the draft laws, build consensus on the proposed text and come up with agreed draft laws to be tabled at the provincial assembly in the coming months. The consultation facilitated a dialogue on the structure of the labour policy for the province, which was agreed by all the stakeholders present during this consultation.

This consultation process follows the devolution of social subjects in 2010, where all four provinces in Pakistan have embarked on a process of labour law reform as well as the development of labour Policy. In this regard, Department of Labour, Government of Baluchistan presented seven draft laws to the participants for their inputs and comments before these are tabled at the provincial assembly for legislation.

  2. The Industrial and Commercial Employment (Standing Orders) Ordinance, 1968
  3. The Shops and Establishments Ordinance, 1969
  4. The Payment of Wages Act, 1936
  5. The Minimum of Wages Ordinance, 1961
  6. The Employment of Children Act ,1991
  7. The Workmen Compensation Act, 1923

The Members of Provincial Assembly, representatives from the Department of Labour, Department of Mines, Department of Fisheries, Employers Federation of Pakistan, Mines Owners Association, Fisher Folk Forum, Ship Breaking Workers, Pakistan Workers Federation Baluchistan, Baluchistan Labour Federation, All Pakistan Labour Federation, National Trade Union Federation, and Pakistan Institute of Labour Education and Research (PILER) significantly contributed during the group discussions.

The consultation was concluded successfully and all of the stakeholders agreed on the structure of the Baluchistan Labour Policy for government’s follow up.
