Working Paper No. 35 - Inclusive development strategy in an era of globalization

This paper assumes that sovereign nation States are and will continue to be the main locus for promoting inclusive development. It is argued, however, that the asymmetric and inequitable forms of globalization prevailing today are detrimental to the interests of developing countries, profiting some insiders and leaving behind many outsiders.

The paper emphasizes the increasing need to include all nation States within the process of globalization especially in the developing world. It argues that nation States remain the key to promoting more inclusive development. The paper suggests this goal can be achieved through the institution of an international economic order based on the principle of the unequal treatment of unequals, the promotion of fair trade, the increased flow of public aid without strings attached, and the transformation of science and technology into public goods. Consequently, inclusive globalization would facilitate the transition needed for inclusive development. However, this would require more "development from within" the countries and focusing on national strategies.
