Working Paper No. 18 - Social exclusion in the context of globalization

This paper raises the question to what extent globalization is instrumental in overcoming or, alternately, aggravating situations of exclusion? It argues that it is necessary to understand both phenomena in a historical perspective. Exclusion is not of recent origin and cannot only be related to the acceleration in the process of globalization during the last quarter of a century.

The benefits of globalization have not been spread equally across the globe, and this paper addresses how the excluded could be more effectively included in the process of globalization. The paper analyzes who, what, and when exclusion occurs in economic, political, and social dimensions through a historical perspective. It emphasizes the need to connect the inclusion mechanisms to those of exclusion to understand the disparities of globalization today. Finally, the underlying question is to what extent does globalization help in overcoming or aggravating situations of exclusion?

This paper was written as an insight into the work of the World Commission on the Social Dimension of Globalization 2004 that aims to provide a fairer globalization for all.
