Methods of measurement

Strikes and lockouts

The basic unit of measurement used to record a strike is the case of dispute and the economic unit (the enterprise or firm). The continuation of a strike that is interrupted but later resumes, still due to the same case of dispute, is treated as a new strike.

Work stoppages arising from the same case of dispute, occurring simultaneously or at different times in different establishments of the same enterprise or in establishments of different enterprises are treated as different strikes.

Economic units involved

The economic unit is the enterprise or firm.

Workers involved

The number of workers involved is the average of the number of daily absences during the period of the strike.

Duration

The duration is measured in workdays.

Time not worked

Total time not worked is measured in workdays or workhours by ascertaining the total amount of time not worked on each day of the strike, and summing these totals. Time not worked is not measured for workers indirectly involved. Overtime is not taken into account.

Branch of economic activity

The data are classified by branch of economic activity using the International Standard Industrial Classification of All Economic Activities. General strikes are registered under each branch of economic activity involved.

Reference period and periodicity

The statistics are compiled and published for periods of a month and a year. They refer only to strikes beginning during the particular reference period.
