Workers laid off, or absent on sick leave, annual leave or absent for any other reasons, as well as unpaid family workers, are not covered.

Methods of measurement

Strikes and lockouts

The basic unit of measure used to record a strike or lockout is the case of dispute in an economic unit.

Economic units involved

The economic unit may be the establishment, enterprise or workplace.

Workers involved

The number of workers involved may be measured in several ways: as the total number of workers involved at any time during the action, whether the involvement was for the full duration or only part of it, as the highest number of workers involved at any one time, or as the total employment in the economic units involved. Part-time workers are counted as individuals on the same basis as full-time workers.


The duration is measured in workdays from the date the action began in the first economic unit involved to the date it terminated in the last one.

Time not worked

Time not worked is measured in workdays by ascertaining the total time not worked on each day of the strike or lockout, and summing these totals. The shorter working hours of part-time workers are taken into account, but not overtime.


Branch of economic activity

The statistics are classified according to branch of economic activity.

Reference period and periodicity

The statistics are compiled for periods of one month. They relate to strikes and lockouts beginning during the reference period, as well as those continuing from the previous period.
