Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy
- This Declaration, adopted by the Governing Body of the ILO on 16 November 1977, during its 204th Session, sets out principles in the fields of employment, training, conditions of work and life and industrial relations which multinational enterprises, as well as governments, and employers' and workers' organizations are recommended to observe. The text of the Declaration was revised in November 2000 by the Governing Body (see GB.279/12). ILOLEX contains the revised text of the Declaration.
Interpretations
- A procedure approved by the Governing Body in 1980 and revised in 1986 provides for the submission of requests for interpretation in cases of dispute on the meaning/application of its provisions. The six requests for interpretation so far are available in ILOLEX.
Surveys on the effect given to the MNE Declaration
- The effect given by governments, employers and workers' organizations and multinational enterprises (MNEs) to the principles of the Declaration is “monitored” through a periodic survey. In response to a detailed questionnaire sent out by the Office, member States and national employers’ and workers’ organizations provide information on their experience in implementing the Declaration. The responses received are analysed and examined by the Governing Body and recommendations for action based on the findings are adopted by decision of the ILO Governing Body. The Seventh Survey covers the period 1996-1999. Part I contains the Analytic Report of the Working Group on the reports submitted by governments and by employers' and workers' organizations. Part II contains a summary of reports submitted by governments and by employers' and workers' organizations. Both parts of the Seventh Survey are searcheable in ILOLEX.
