    Reports of the Governing Body Committee
     on Freedom of Association (CFA)

  • Established in 1951, the Committee on Freedom of Association (CFA) is a specialised forum of the ILO Governing Body. Like the Governing Body, it is tripartite in structure; it is comprised of nine members, and is chaired by an independent person. The Committee undertakes the examination of complaints from industrial organizations that allege a violation of the principles of freedom of association; most often these complaints are from workers' organizations, but occasionally they are brought by employers' organizations.

  • Each complaint is directed against the government of an ILO member State; its receivability is not dependent upon ratification by the State in question of ILO Conventions on freedom of association. The procedure of the Committee is confidential and involves full written argument by both sides. Upon completion of the procedure, the Committee makes its determination based on the facts and the applicable legal standards, and it makes recommendations on measures to be taken to resolve the dispute.

  • The reports of the Committee are submitted to the Governing Body for adoption and published in the ILO Official Bulletin.
