The Worker members deplored the absence of the Government of the Democratic Republic of the Congo, while recognizing that the situation in the country was difficult. The case was one of particular interest, selected for precise reasons: firstly, the footnote proposed by the Committee of Experts and, secondly, the particular nature of the Convention. The Employer members stressed that ten years had passed since the Government advised the Committee of Experts that a new Labour Code would be drafted to comply with the provisions of the Convention, and yet no new legislation had been produced. They urged the Government to seek technical assistance from the ILO so as to ensure compliance with the Convention in its national law and practice. The Chairperson indicated that, in the absence of the Government representative of the Democratic Republic of the Congo, the case would be mentioned in the appropriate paragraph of the Committee's report. |
