Part I: General Standing Orders
Adopted on 21 November 1919 at the First Session of the Conference. Revised
and consolidated at the 27th Session. The present text of this article
includes all amendments adopted up to the 97th Session (2008).
The ILO is committed to promoting gender equality. Amendments to this effect
were adopted at the 97th Session of the International Labour Conference
(Geneva, 2008).
ARTICLE 17bis
Prior consultation in respect of proposals for new activities relating to
matters of direct concern to the United Nations or other specialized agencies
1. Where a proposal submitted to the Conference involves new activities to be
undertaken by the International Labour Organization relating to matters which
are of direct concern to the United Nations or one or more specialized
agencies other than the International Labour Organization, the
Director-General shall enter into consultation with the organizations
concerned and report to the Conference on the means of achieving coordinated
use of the resources of the respective organizations. Where a proposal put
forward in the course of a meeting for new activities to be undertaken by the
International Labour Organization relates to matters which are of direct
concern to the United Nations or one or more specialized agencies other than
the International Labour Organization, the Director-General shall, after such
consultation with the representatives of the other organization or
organizations concerned attending the meeting as may be possible, draw the
attention of the meeting to these implications of the proposal.
2. Before deciding on proposals referred to in the preceding paragraph, the
Conference shall satisfy itself that adequate consultations have taken place
with the organizations concerned.
