Submitting amendments in the two General discussion working parties: Inequalities and the world of work - Skills and lifelong learning

Since 2019, the submission of amendments at the International Labour Conference is handled via an online amendments platform.

Accessing the amendments platform

Government delegates: The online platform can be accessed by accredited Government delegates or advisers, acting either in a national capacity or on behalf of a regional group, or other group of countries, by entering the delegate’s email address that was provided for accreditation to the Conference, and the PIN code received from credentials@ilo.org on Thursday 2 December. If you have not received the code, you may request it to credentials@ilo.org.

Delegates are reminded that amendments must be seconded by at least one other member of the Working Party, in order to be considered by the Working Party.

Employer and Worker delegates: The submission of amendments is centralized through the groups’ secretariats, which have been provided with access codes.

If you are responsible for submitting amendments to both working parties, after you log in to the system, please ensure that you select the relevant working party and the enter the amendments accordingly.

When to submit amendments

The online tool will be available for use as soon as the draft conclusions have been posted on each Working Party webpage, during the night of Friday 3 December 2021. This will allow the groups and governments the opportunity to start submitting their amendments as soon as possible.

Kindly note that amendments may only be submitted in English, French or Spanish.

When preparing the amendments it is particularly important to ensure that:
  • the purpose of the amendment is clear and that the amendment is consistent with the structure of the text and with ILO terminology;
  • the amendment is manageable: It has a uniform purpose and will trigger only one discussion;
  • amendments which relate to two or more distinct concepts should be split into two or more amendments to facilitate discussion.
1. Submission: The amendment platform will be accessible for submissions until 17h00 (CET) on Saturday 4 December 2021.

2. Validation: For amendments to be processed, they must be validated by the Working Party’s Secretariat.

Delegates will receive a confirmation by email from the Working Party secretariat (WP-INEQUALITIES@ilo.org or WP-SKILLS@ilo.org) as soon as all the amendments have been processed on Saturday 4 December. If one or more amendment(s) require(s) further clarification, the submitter will be informed in the same message.
