Background
Within the framework of its research programme, the Employment Analysis and Research Department (EMP/ANALYSIS) and Industrial and Employment Relations Department (DIALOGUE) organize a Workshop on Employment Quality in Segmented Labour Markets.
One of the key features of the labour market developments throughout the world observed during the past decades relates to a phenomenon of labour market segmentation, e.g. the division of the labour market into separate submarkets or segments, distinguished by different characteristics and behavioral rules. Depending on the criteria, segmentation may arise from particularities of labour market institutions, such as governing contractual arrangements (regular versus atypical employment), their enforcement (and the resulting informality), as well as types of workers concerned (such as migrant, domestic, or dispatch workers).
The main objective of this Workshop is to understand the drivers of segmentation as well as its implications, especially in the area of employment quality. The Workshop will bring together participants from over 14 countries, both economists and legal experts, who will offer most recent insights of their research in this area, exchange their findings and responses to the identified challenges, lay out the directions for future research and developments in this field. Against this background, the Workshop will conclude with a panel discussion, gathering senior representatives from international organizations and representatives from the world of work.
Objectives
- Understand the factors and the implications of labour market segmentation, especially in the area of employment quality
- Draw lessons from country-specific evidence of recent and current reforms
- Discuss new conceptual frameworks and solutions, and highlight areas for future research
