The role of economic and social councils in the global job crisis

MADRID – A high-level conference will discuss on 3-4 December how economic and social councils – and other similar institutions – can foster cooperation between governments and their social partners in the context of the global jobs crisis.

The event is organized by the International Labour Organization (ILO) and the International Association of Economic and Social Councils and Similar Institutions (AICESIS) in partnership with the Economic and Social Council of Spain.

It will bring together representatives of economic and social councils and similar institutions (ESC-SIs) from 73 countries and experts from International and regional institutions, including the International Monetary Fund (IMF), European Commission (EC), International Organization of Employers (IOE), International Trade Union Confederation (ITUC), European Economic and Social Committee and the European Foundation for the Improvement of Living and Working Conditions (Euro Found), as well as academics.

The ILO Delegation to the Conference will be headed by Ms. Sandra Polaski, Deputy Director-General of the ILO. Members of the ILO Governing Body will also attend this important event.

Conference participants will exchange experiences and good practices aimed at enhancing the role of social dialogue and industrial relations institutions in social and economic crisis response and sustainable economic recovery. Their discussions will be guided by the 2009 ILO Global Jobs Pact and the 2008 ILO Declaration on Social Justice for a Fair Globalization.

The conference will also address the challenges faced by social dialogue institutions at the national level in terms of institutional, technical and resource capacity in times of accelerated change and deep structural reforms.

Last July, the ILO and AICESIS conducted a survey targeting 88 ESC-SIs around the world, in order to prepare a background paper for the conference. This background paper will facilitate discussions on crisis response and lessons for the future.

The conference builds on the successful partnership between the ILO and AICESIS, which was reinforced last year through the signing of a Memorandum of Understanding by the ILO Director-General and the President of AICESIS. In this respect, the promotion of partnerships and cooperation among ESC-SIs from different countries – with the support of the ILO and AICESIS – will also be addressed.

On 3 December, the ILO will also launch a guidebook entitled “National Tripartite Social Dialogue: An ILO guide for improved governance” to help countries strengthen their social dialogue and governance frameworks which have come under pressure during the crisis in some countries.
