A policy brief regular and irregular migrant workers in North Central Viet Nam: Findings from household surveys are ILO analysis of 23, 000 household surveys from Thanh Hoa and Ha Tinh provinces in 2013 and supplemented by field research undertaken in 2014. It is found out that there is a growing number of Vietnamese workers travelling to destinations where no government-to-government MoU is in place, for example Thailand and China. Thailand is the most popular destination for migrant workers with almost one in three women and one in four men migrating there. The policy brief recommends bilateral agreements be established to better protect the rights of migrant workers whilst ensuring low recruitment costs so that regular migration is a cost effective option.
