Global Action to Improve the Recruitment Framework of Labour Migration (REFRAME)

Objectives


This global project aims at preventing and reducing abusive and fraudulent recruitment practices and maximizing the protection of migrant workers in the recruitment process and their contribution to development. This project seeks to support the dissemination and operationalization the ILO General Principles and Operational Guidelines for Fair recruitment at global, regional and national level.

The project has the following 3 objectives:
  1. Develop and test fair recruitment pilot interventions across migration corridors
  2. Enhance capacities of social partners, business, civil society organizations and the media and provide them with tools to deliver better information and services to migrant workers throughout the recruitment process
  3. Produce and disseminate global knowledge about fair recruitment
REFRAME will focus on delivering results through three pilot migration corridors, a business case pilot, and at the global level through tools, knowledge creation and capacity building. The ultimate beneficiaries will be women and men migrant workers who will be directly impacted through the pilot interventions at the national level through policy and legislative reform, efficient awareness–raising activities and a better access to information on recruitment channels and practices.

  • Events:
    1. Interregional consultation on labour migration and mobility from Asia/Africa to the Middle East
      Fair recruitment has been one of the key topics discussed at the two-day high-level event held in Beirut on 4-5 October 2017. The event brought together ILO constituents and experts from 22 countries in three regions for a technical assessment of key challenges and proposed ways forward to realize fair labour migration and mobility. Specifically, constituents discussed on the ways forward to achieve fair recruitment, with the view to discuss the key impediments to fair recruitment and how they can be overcome; how overall recruitment costs can be reduced, and paid for by employers rather than migrant workers; what can be done to eliminate the conditions that may lead to bondage and forced labour in the recruitment process; and how can recruitment result in better skills matching of both migrant women and men.
    2. Global training course on establishing fair recruitment processes, in collaboration with ITC-ILO and with the support of REFRAME project.
      The course brought together about 45 participants from all continents, including form REFRAME project target countries. The course aimed to:
      • foster the sharing of promising national and international recruitment practices that meet internationally recognized human rights and labour standards;
      • enhance understanding among key actors of how to strengthen regulatory and enforcement mechanisms designed to address abusive and fraudulent recruitment practices;
      • promote the dissemination of fair business standards and practices; and
      • of mechanisms for the empowerment and protection of workers.

The project is implemented under the framework of the ILO Fair Recruitment Initiative.
