Measuring migration costs

The KNOMAD-ILO Migration and Recruitment Costs Surveys aim to systematically document monetary and non-monetary costs incurred by migrant workers seeking jobs abroad. The project is a joint initiative of the Global Knowledge Partnership on Migration and Development (KNOMAD), hosted at the World Bank and the ILO.

The data is also intended to support methodological work on developing a new Sustainable Development Goals (SDG) indicator 10.7.1 to monitor trends in recruitment costs paid by workers, of which the World Bank and ILO are joint custodians. In September 2018, a consultative workshop was held in Washington D.C with representatives from eleven national statistical agencies. The workshop produced a document for submission to the Inter-Agency and Expert Group on Sustainable Development Goals (IAEG-SDG) to move SDG indicator 10.7.1 from Tier 3 to Tier 2. As part of the process, draft guidelines prepared by KNOMAD and the ILO for the collection of statistics for SDG Indicator 10.7.1 were discussed and approved.
