Employment effects in impact investments

As part of the Joint ILO-EU STRENGHTEN Project, the ILO conducted two studies on the employment effects of impact investments, with a focus on the cashew value chain in Tanzania and a financial institution supporting smallholder schemes in Zimbabwe. The across case analysis concludes that the investments triggered not only an increase in employment numbers, but also improved skills of the labour force, management systems of the investee companies, and labour practices. The findings are geared at informing the development of the EU’s External Investment Plan.

Public Employment Programmes (PEPs)

Public Employment Programmes (PEPs) are publicly financed and government-implemented long-term investment programmes that directly create employment through productive activities with a high labour intensity, rather than through the expansion of civil services. These interventions share the primary objective of providing employment for workers who are unable to support themselves due to a shortage of market-based employment opportunities. These programmes may also be financed and implemented by donor agencies, in collaboration with a government. The ILO’s Employment-Intensive Investment Programme (EIIP) provides technical guidance to governments in the design and implementation of PEPs, and this note explains how.

Local resource-based (LRB) approaches and community infrastructure

In developing and maintaining community infrastructure, the EIIP promotes the use of LRB approaches. LRB approaches optimize the use of local resources, including local labour and technologies, as well as locally available materials, tools and equipment through local suppliers. Small-scale contractor development in the construction sector

The ILO has contributed to building and improving the capacity of both the public and private sectors involved in infrastructure development. Through its experience in over 70 countries, the ILO has identified a number of strategies and actions to better involve small-scale contractors in labour-based works to develop the construction industry. This technical brief will explain how the ILO has supported the capacity development of small-scale and emerging local contractors.
