National statistics and ILO compilation activities

Even though there have been international statistical standards on underemployment since 1957, not all countries actually measure it in their household or labour force surveys. See Annex III in Report I to the 16th International Conference of Labour Statisticians for a description of series on underemployment.

The ILO does not have a program of statistical compilation of underemployment series. The Key Indicators of the Labour Market regularly publishes series of time-related underemployment obtained mainly from the OECD’s labour statistics database and its database for economies in transition .
