2010 General Survey concerning employment instruments in light of the 2008 Declaration on Social Justice for a Fair Globalization

The Committee of Experts on the Application of Conventions and Recommendations is publishing this year a General Survey on Employment Instruments, which is the first General Survey linked to the follow-up of the ILO Declaration on Social Justice for a Fair Globalization adopted in 2008.

This General Survey concerning employment instruments has been prepared in light of the fact that the first of the four strategic objectives highlighted in the ILO Declaration on Social Justice for a Fair Globalization (the Social Justice Declaration) is the promotion of employment. This issue has become urgent and more relevant in the context of the current global economic crisis.

Furthermore, since the Social Justice Declaration requires a more coherent, collaborative and coordinated approach by the ILO to achieve its strategic objectives, the Governing Body chose to focus on employment as it will be considered as the first recurrent item at the 99th Session of the Conference (2010).

Finally, the Committee of Experts has also taken into account the Global Jobs Pact, adopted by the Conference at its 98th Session (2009), particularly the section dealing with “Principles for promoting recovery and development”, which in effect paraphrases the contents of the Conventions and Recommendations discussed in this General Survey.
