    This document provides an update on the status of ratification of the 1986 Instrument for the Amendment of the Constitution of the ILO and action taken to promote its ratification since the last report to the Governing Body in March 2019. The Governing Body is invited to provide guidance on possible future Office action as regards the promotion of the 1986 amendment in the light of the adoption of the ILO Centenary Declaration for the Future of Work and the accompanying resolution (see draft decision in paragraph 13). - In the revised version of 10 October, the year has been corrected in paragraphs 12 and 13(b).

    Matters relating to the Administrative Tribunal of the ILO - Proposed amendments to the Statute of the Tribunal

    This document follows up on the discussion at the 335th Session on proposed amendments to the Statute of the ILO Administrative Tribunal for an orderly withdrawal process of any of the organizations having recognized its jurisdiction. It also provides up-to-date information on the geographical and gender balance of the Tribunal’s composition and the possible review of its functioning further to the discussion at the 335th Session (see the draft decision in paragraph 17).

    This document sets out the ILO’s proposed Research Strategy for the period 202021 as discussed during the 334th Session of the Governing Body. Building on the existing commitments outlined in the Knowledge Strategy 2018–21, it sets out five goals for the proposed research strategy and identifies the specific actions and evaluation mechanisms required in order to achieve them, including a consultative process to increase the relevance of ILO research to constituents’ needs in conformity with the ILO Centenary Declaration for the Future of Work. The Governing Body is invited to endorse this proposal and provide guidance relating to its implementation and evaluation (see the draft decision in paragraph 31).

    Matters arising out of the work of the 108th Session (2019) of the International Labour Conference. Follow-up to the resolution concerning the elimination of violence and harassment in the world of work

    The document provides an overview of the rationale for and the content of the new Violence and Harassment Convention (No. 190), and Recommendation (No. 206), 2019, which were adopted by the International Labour Conference at its 108th Session (June 2019). The document also lays down the priorities, thematic scope and institutional framework of a possible strategy aimed at giving effect to the resolution concerning the elimination of violence and harassment in the world of work that was also adopted by the Conference at its 108th Session (see the draft decision in paragraph 39).

    Annual evaluation report 2018–19

    This document provides the Governing Body with a progress report on the ILO Evaluation Office’s work in 2018–19, as measured against the indicators and targets in its results-based Evaluation Strategy 2018–21. It also looks at the ILO’s overall effectiveness based on meta-studies of multiple project evaluations during the period under review using a set of performance indicators. The Governing Body is invited to endorse the recommendations in this report, which are to be included in the ILO’s rolling plan for the implementation of recommendations, and confirm the priorities for the 2019–21 programme of work for evaluations (see the draft decision in paragraph 74).

    High-level evaluations of strategies and Decent Work Country Programmes

    This document presents a summary of the findings and recommendations of three independent high-level evaluations conducted during 2019 and the Office responses. Part I pertains to the ILO’s strategy and actions towards the formalization of the informal economy, 2014–18. Part II covers the independent high-level evaluation of the ILO’s public–private partnerships, 2008–18. Part III concerns the independent high-level evaluation of the ILO’s programme of work in four selected member countries of the Southern African Development Community (SADC) (Lesotho, Madagascar, South Africa and the United Republic of Tanzania), 2014–18. The Governing Body is invited to endorse the recommendations and request the Director-General to ensure their implementation (see draft decision in paragraph 132).
