    Regional perspectives on technical cooperation: Asia and the Pacific

    The paper focuses on the trends in technical cooperation during the last ten years, results achieved in the priorities agreed on for the Asia–Pacific Decent Work Decade, expenditure rates, key donors for the region and an outlook for resource mobilization through new modalities, including South–South and triangular cooperation (SSTC). This is the second in a series of reviews on technical cooperation in the regions, following one on Africa submitted to the Governing Body in March 2012 (GB.313/POL/8). The Governing Body is invited to request the Office to submit at its 319th Session (October 2013) a regional resource mobilization strategy and action plan for Asia and the Pacific (see draft decision in paragraph 39).

    Programme and budget for 2012–13 - Position of accounts as at 31 December 2012

    This paper provides information on the position of 2012–13 income and expenditure as at 31 December 2012. For the 12-month period ending 31 December 2012, contributions received were US$494,673,310 and expenditures recorded were US$388,926,269. In accordance with article 21.2(a) of the Financial Regulations, arrears of contributions received in 2012 were used to reimburse the Working Capital Fund and internal borrowings, to cover the 2010–11 deficit of US$59,242,192. The excess of income received over expenditure as at 31 December 2012 is US$16,504,849 at the budget rate of exchange of 0.84 Swiss francs to the US dollar.

    Report of the Director-General - Third Supplementary Report: Mid-term stocktaking of implementation of the ILO Action Plan for Gender Equality 2010–15

    The Governing Body is invited to assess progress and gaps in implementation, from January 2010 to January 2012, of the Action Plan for Gender Equality, which is aligned to the Strategic Policy Framework 2010–15. Guidance is sought at this mid-term milestone of the Plan on continuing implementation prior to an independent evaluation scheduled for the end of the Plan in 2015, as well as on reporting on the Plan under the United Nations (UN) System-wide Action Plan (SWAP) for implementation of the UN Chief Executives Board (CEB) policy on gender equality and the empowerment of women (see the draft decision in paragraph 34).

    Discussion on the post-2015 sustainable development agenda in the Working Party will be opened by a panel of leading personalities engaged in the debate. This paper is intended to provide background information and suggest issues for discussion between the Governing Body and the panel members, which can inform and deepen the ILO’s strategy for the adoption of full and productive employment and decent work as an explicit goal of the global development agenda beyond 2015.

    Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration): Operational plan for promotional activities and proposal for the new survey

    The Governing Body is invited to endorse the operational plan for promoting the MNE Declaration; to adopt the recommendations of the Ad Hoc Working Group concerning the survey (paragraphs 16–22) and resume surveys on the effect given to the MNE Declaration; to approve the draft questionnaires and request the Office to conduct the Ninth Survey; and to decide on financial arrangements for this purpose (see the draft decision in paragraph 20).

Based on the experiences and lessons learned in the recognition and prevention of occupational diseases, it describes the Office strategy and invites the Governing Body to provide guidance on how to enhance the effectiveness of action to prevent occupational diseases (see the draft decision in paragraph 42).

    Technical cooperation approaches and capacity development of constituents

    This paper: (a) reports on the results of the mapping of technical cooperation approaches, including capacity development of constituents; and (b) makes proposals on how the current technical cooperation strategy could be geared towards a more programmatic approach to capacity development through technical cooperation. This paper is intended to contribute to the ongoing technical cooperation delivery review and a possible, subsequent revision of the technical cooperation strategy. The Governing Body requests the Office to submit a document containing a revised technical cooperation strategy with capacity development as one focus area at its 322nd Session (November 2014) (see the draft decision in paragraph 17).
