    Monitoring and assessment of the progress towards decent work at the national level

    The Office has acquired valuable experience in developing decent work indicators and working with constituents on decent work country profiles as a result of its efforts on monitoring and assessing progress towards decent work at the national level. Recent evaluations confirmed the overall usefulness of the development of indicators and analyses for participating member States. The support provided to raise national statistical capacities resulted in more and higher quality statistics for monitoring decent work, and the profiles aided a number of countries in their policy-making and development planning as well as being useful for the development of Decent Work Country Programmes (DWCPs). The tripartite consensus approach to developing and validating the indicators and profiles, in collaboration with ministries of labour and employment and national statistical offices, was cited in both evaluations as highly beneficial and a key good practice. Depending on how the post-2015 framework for sustainable development evolves, this experience is likely to assist constituents and the ILO in fulfilling their role of ensuring that decent work is positioned at the heart of national and UN system strategies.

    Area of critical importance: Promoting more and better jobs for inclusive growth

    This document presents the main elements of the strategy for the area of critical importance (ACI) on “Promoting more and better jobs for inclusive growth” and reports on progress made on its implementation. The goal of this ACI is to support ILO constituents in their efforts to design and implement policies that help create more and better jobs and tackle inequalities. To achieve this, an integrated strategy that includes research on “what works” and the development of policy tools, policy advice and capacity building is put forward. The Governing Body is invited to provide guidance on the strategy and its implementation (see draft decision point in paragraph 31).

    ILO collaboration with other intergovernmental and international organizations in promoting the principles of the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy

    This paper focuses on the Office’s work to promote sustainable enterprises and social policy through collaboration with international organizations which have instruments and initiatives regarding business behaviour linked to the principles of the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration). It highlights developments since November 2011, and indicates opportunities and challenges related to the ILO’s current collaboration with those organizations. The Governing Body is invited to take note of the information in this paper and to provide guidance on how best to enhance the further use and recognition of the MNE Declaration, including by promoting overall coherence among international organizations in line with the principles of the MNE Declaration (see draft decision in paragraph 35).

    Matters arising out of the work of the 103rd Session of the International Labour Conference: Follow-up to the resolution concerning the second recurrent discussion on employment

    The conclusions concerning the second recurrent discussion on employment adopted by the International Labour Conference in June 2014 underscore the importance of proactive, employment-centred, inclusive growth strategies and balanced, coherent policy frameworks both at the global and national levels to address the current employment challenge. This document proposes the main elements of a follow-up plan for the Office for the period 2014–18 to give effect to the conclusions. The Governing Body is invited to provide guidance on the follow-up plan (see the draft decision in paragraph 61).

    Choice of Conventions and Recommendations on which reports should be requested under article 19 of the Constitution in 2016

    In the present document, the Governing Body is invited to provide guidance on the theme of the General Survey that should be prepared by the Committee of Experts on the Application of Conventions and Recommendations in 2016 and discussed at the International Labour Conference in the Conference Committee on the Application of Standards in 2017, and the instruments that would be covered in this General Survey (see the draft decision in paragraph 7).

    The Governing Body is invited to discuss and advise the Office on the role that the Director-General could play as Chair of the Joint United Nations Programme on HIV/AIDS (UNAIDS) Committee of Cosponsoring Organizations (CCO) in 2015. The Governing Body is also invited to request the Office to: ■ submit at its 326th Session (March 2016) a report on the results achieved during the Director-General’s tenure as Chair of the UNAIDS CCO during 2015 and any follow-up implications; ■ as appropriate, given the intergovernmental process, provide member States with all required and requested information and support needed to integrate HIV and AIDS into the post-2015 sustainable development agenda (see the draft decision in paragraph 23).

It seeks guidance from the Governing Body on focus and future strategic orientation (see the draft decision in paragraph 32).

    Preparation for the evaluation of the impact of the ILO Declaration on Social Justice for a Fair Globalization by the 105th Session of the International Labour Conference (2016)

    This document is intended to enable the Governing Body to provide guidance on the scope and modalities of the evaluation by the Conference in 2016 of the impact of the ILO Declaration on Social Justice for a Fair Globalization as a basis for the report to be prepared by the Office for that purpose. In light of the discussions, further proposals could be developed for the 323rd Session (March 2015) of the Governing Body (see the draft decision in paragraph 16).
