    Programme and Budget for 2014–15 - Position of accounts as at 31 December 2014

    This paper provides information on the position of 2014–15 income and expenditure as of 31 December 2014. For the 12-month period ending 31 December 2014, contributions received were US$420,576,665 and expenditures recorded were US$365,367,148. In accordance with article 21.2(a) of the Financial Regulations, arrears of contributions received in 2014 were used to reimburse the Working Capital Fund to cover the 2012–13 deficit of 16,654,592 Swiss francs (US$17,531,149). The excess of income received over expenditure as at 31 December 2014 is US$37,678,368 at the budget rate of exchange of 0.95 Swiss francs to the US dollar.

This paper provides information on the developments since the 322nd Session of the Governing Body in November 2014 and seeks authority for the Director-General to enter into a loan agreement with the Government of the host country (see the draft decision in paragraph 22).

    The Governing Body is invited to consider the general conclusion and recommendations of the Meeting of Experts concerning the Seafarers’ Identity Documents Convention (Revised), 2003 (No. 185), to approve its request to convene a tripartite maritime body to examine amendments to Annexes I, II and III to Convention No. 185 and, in the framework of Article 16 of the Convention, to consider placing an item on the agenda of the International Labour Conference for the adoption of the amended Annexes (see the draft decision in paragraph 3).

    Choice of Conventions and Recommendations on which reports should be requested under article 19 of the Constitution in 2016 Report form for preparing the General Survey concerning occupational safety and health instruments

    In the present document, the Governing Body is invited to request governments to submit in 2016, under article 19 of the Constitution, reports on certain occupational safety and health instruments with a view to the preparation of the General Survey by the Committee of Experts on the Application of Conventions and Recommendations in 2016 and its discussion by the Conference Committee on the Application of Standards in 2017; and to approve the corresponding report form (see the draft decision in paragraph 3).

    Global employment and social challenges: Emerging trends and role of the ILO

    The Governing Body periodically reviews global employment and social trends and prospects for internationally coordinated action to strengthen growth. This paper is meant to inform that review. The potential implications for the ILO of the final stages in the preparation of a new United Nations (UN) sustainable development framework are also examined. The Director-General is invited to take into account the Governing Body’s discussion on further research and analysis and the ILO’s support to the UN’s development agenda (see the proposed points for discussion in paragraph 48 and the draft decision in paragraph 49).

    Information and communications technology questions: Progress report on the ILO Information Technology Strategy 2010–15

    At its 306th Session (November 2009), the Governing Body approved the ILO’s Information Technology (IT) Strategy for the period 2010–15. The IT Strategy 2010–15 establishes indicators, targets and milestones for each biennium of the six-year period. The Office provides an update on progress on an annual basis. This paper summarizes progress since the last report issued at the 320th Session (March 2014) of the Governing Body.
