    Partnership and Policy Coherence Strategy

    In follow-up to the programme of work adopted by the Governing Body at its 329th Session (March 2017) to give effect to the resolution on advancing social justice through decent work, this paper proposes a possible strategy for promoting decent work through partnerships and policy coherence, with a special focus on promoting inclusive growth and decent work at the country level with international and regional economic financial institutions. If endorsed by the Governing Body, these proposals will be implemented as part of the ILO’s Strategic Plan for 2018–21, which highlights that partnerships and policy coherence are critical to the realization of the strategic vision for the ILO by 2021. They will also be implemented in conjunction with the Programme and Budget for 2018–19 and the Programme and Budget for 2020–21, and alongside the ILO’s Development Cooperation Strategy

    This document provides information on the rationale, strategy, and history of the ILO’s work in the tobacco sector and the impact of its public–private partnerships with the tobacco industry; ILO cooperation with the member agencies of the United Nations Interagency Task Force on the Prevention and Control of Non-communicable Diseases (UNIATF); potential legal considerations under the model policy of the UNIATF; broader policy considerations and a possible way forward for ILO engagement with the sector. The Governing Body is invited to provide guidance on a strategy for the ILO’s work in the tobacco sector (see an outline of a possible strategy in paragraphs 37–39, and a draft decision in paragraph 41).

    The Standards Initiative: Implementing the workplan for strengthening the supervisory system

    Report on progress, following consultations with the tripartite constituents, to implement the revised workplan for the strengthening of the supervisory system. The document presents concrete options concerning the actions prioritized for examination by the Governing Body – operation of the article 24 procedure (action 2.2); the streamlining of reporting (action 3.1); and the potential of article 19, paragraphs 5(e) and 6(d) (action 4.3) – and seeks guidance on actions concerning a regular conversation between the supervisory bodies (action 1.2); codification of the article 26 procedure (action 2.1); and further steps to ensure legal certainty (action 2.3) (see draft decision in paragraph 72.)

    Programme and Budget for 2016–17: Regular budget account and Working Capital Fund

    This paper provides information on the position of 2016–17 income and expenditure as at 30 September 2017 together with the status of contributions by member States at this date. In accordance with established practice, the paper also proposes that the Governing Body authorize its Chairperson to approve transfers between items in the budget, should this be necessary, in order to close the financial period prior to the next session of the Governing Body (see the draft decision in paragraph 11).

    High-level evaluations of strategies and Decent Work Country Programmes

    This document presents a summary of the findings and recommendations of three independent high-level evaluations conducted during 2017. Part I pertains to the independent evaluation of the ILO’s strategy and actions on creating and extending social protection floors 2012–17. Part II summarizes the findings of the independent evaluation of the ILO’s field operations and structure 2010–16. Part III concerns the evaluation of the ILO’s Decent Work Country Programmes, strategies and actions in the Mekong subregion 2012–17. The final section of each summary contains a set of recommendations requiring follow-up and sets out the Office response. The Governing Body is invited to endorse the recommendations and request the Director-General to ensure their implementation (see draft decision in paragraph 127).

    Annual evaluation report 2016–17

    In Part I of the present document, the Governing Body is provided with a progress report on the ILO’s evaluation work during 2016–17 as measured against its results-based strategy. Part II details the overall effectiveness of the Office from an evaluation perspective. The Governing Body may wish to take note of the present report, endorse recommendations contained therein and confirm priorities for the 2018–20 programme of work for evaluations (see draft decision in paragraph 100).
