This report is divided into two parts. Part I is the implementation report for the year 2008 which reflects on IPEC’s progress over the past year towards its targets under the Organization’s Programme and Budget. Part II focuses on three selected themes of current interest. The year 2008 was an eventful year for all involved in the struggle against child labour. The global economic and food crises and the Sichuan earthquake in China showed that progress in eliminating child labour can be easily jeopardized if circumstances take a turn for the worse.
