This manual presents a data collection strategy for measuring volunteer work that is cost-effective and reliable. It provides a definition of volunteer work, a measurement methodology to identify volunteer workers and their characteristics, and an estimation methodology to value their work. The 18th ICLS discussed and approved the Manual in 2008, making this the first-ever internationally sanctioned guidance to national statistical agencies for generating official statistics on volunteer work, using a common definition and approach.

This important and comprehensive manual provides guidelines for statistical offices and other agencies responsible for constructing CPIs and explains in-depth the methods that are used to calculate a CPI. It also examines the underlying economic and statistical concepts and principles needed for making choices in efficient and cost effective ways and for appreciating the full implications of those choices.

The purpose of these guidelines is to assist all those who have responsibilities to design, establish, implement and manage workers' health surveillance schemes that will facilitate preventive action towards ensuring a healthy and safe working environment for all. As ILO guidelines, they are not a legally binding document; rather, they constitute practical recommendations.
