National Workshop on Implementation of Recommendation 204 in South Africa

Concerning transition from the Informal Economy to the Formal economy

The International Labour Organization (ILO), together with the National Economic Development and Labor Council (NEDLAC) constituents met in Johannesburg, South Africa, to discuss on the Implementation of ILO Recommendation 204 (R204). Participants from labour organisations, informal business organisations, informal economy actors from government (local, provincial and national) and community deliberated and shared various experiences over three days.

The facilitators encouraged robust discussions and engaged with presenters and participants, in order to achieve the objectives of the workshop. R204 was presented to all, with engagements between different stakeholders on what has been achieved to date. Department of Labour, Department of Small Business Development, South African Local Government Association (SALGA), Organised Labour, and KwaZulu Natal Economic Development Department shared presentations in this workshop.

Implementation of the Recommendation was a key objective of this workshop, and day 2 focused on implementation, at local and national government levels.

This session required participants to look at challenges, gaps and concerns in implementation of the Recommendation. Informal workers shared the challenges they faced and made recommendations on how local municipalities, and workers can work together to overcome the obstacles they face daily. Workers reiterated the concept of “Decent Work” that it is possible to achieve if we all work together as well as a notion of “Nothing about us without us”.

The South Africa Decent Work Country Programme was integrated in the implementation of the Recommendation.

At the end of the workshop, there was increased knowledge on R204 among stakeholders and the Informal Sector as a whole and a Roadmap was developed and adopted.
