Informal Economy Workshop

The workshop aims to facilitate an interactive policy dialogue and discussion around issues impacting the informal economy.

The National Department of Small Business Development in collaboration with the International Labour Organisation DWT/CO Pretoria hosted the Informal Economy Workshop from 4 - 5 May 2015, in Durban, South Africa.

The workshop was opened by the Kwazulu Natal MEC for Finance, Ms Belinda Francis Scott. 

To broaden sensitization and awareness on the Informal Business Upliftment Strategy and its policy implications for the informal business environment

The workshop objectives are as follows:
  • To provide a platform for stakeholder engagement and deliberation on how to give effect to the five strategic intervention pillars of the Informal Business Upliftment Strategy
  • To provide an opportunity for stakeholder engagement around coordination mechanisms to address decent work deficits in the informal economy
  • To position South Africa in the global debate on the Informal Economy
  • To prepare South Africa delegates to the 104 Session of the International Labour Conference for their effective participation in the 2nd discussion towards the adoption of an ILO Recommendation concerning facilitating transition from the informal to the formal economy.
Speakers from different sectors, made presentations to the workshop, which was attended by about 140 participants. 

The operationalization of the NIBUS is premised on five strategic intervention pillars, notably Legal and Regulatory Environment; Inter-Governmental Co-ordination (IGR); Enterprise Development and Promotion; Stakeholder Management; Knowledge Management and Capacity Building.

In his closing remarks, the ILO Pretoria DWT/CO Deputy Director Dr Joni Musabayana higlighted four main issues that came out of the meeting:
  1. Issues of consultation in the establishment of infrastructure. Organizations of representation and inclusivity.
  2. Municipal by-law
  3. Coordination across the three levels of government and the importance of communication amongst all parties involved.
  4. Foreign nationals and nationals
