This week, governments, workers and employers representing the ILO's 183 member States begin a two-year process during which they will discuss a ground-breaking draft labour standard on HIV/AIDS in the world of work. ILO Online asked ILO/AIDS Director Dr. Sophia Kisting to explain the significance of this development, and how a new labour standard would help address the global challenge posed to the world of work by the pandemic.
Internal migration

The 200 million internal migrant workers in China play a vital role in the country’s mining, construction, and transportation sectors. But the lack of awareness about HIV puts them at risk of contracting the disease. Last November, the ILO and China’s State Council AIDS Committee Office jointly launched the country’s first HIV/AIDS prevention campaign for internal rural migrant workers. In a number of countries, HIV prevalence is higher among road transport workers than in the general population. To respond to the challenge of HIV/AIDS in the sector, workers’ and employers’ representatives from around the world will meet in Geneva on World AIDS Day, 1 December, for a training and learning event. When the 17th International AIDS Conference gets underway in Mexico City on 3 August, it will mark one of the largest gatherings ever held on HIV/AIDS, with more than 20,000 expected to attend. For the ILO, the conference will provide a global platform for intensifying awareness of the vital role of the workplace in addressing a wide range of HIV/AIDS issues. High-level support is being given by the Regional Director for the Americas, Mr. Jean Maninat, who will lead the ILO delegation. Approximately 650 workplaces in 24 countries stretching from Benin to China are now involved with in the workplace education programme known as SHARE (Strategic HIV/AIDS Responses in Enterprises). HIV is having a devastating effect on the world of work. According to the Ukrainian Ministry of Health, annual HIV diagnoses in Ukraine have more than doubled since 2001, reaching 16,000 in 2006. However the Government is also taking urgent steps to respond.

AIDS remains one of the leading causes of death among Caribbeans aged 25 to 44 years, making the region the second most affected in the world after sub-Saharan Africa. The ILO’s ‘SHARE’ programme works with governments, employers and workers to provide prevention and care, helping save the lives of workers and keep them in decent jobs. A new report prepared for the ILO's African Regional Meeting on 24-27 April, shows how an ILO project targeting seven enterprises in two areas with high unemployment and HIV/AIDS combined skills development with social dialogue to improve performance and meet the challenge of growing textile imports.
