In advanced economies and the EU, the poverty threshold is defined as a relative measure and is set at 60 per cent of the median income. In emerging and developing economies, it is defined as an absoluted measure which is based on the minimum level of income deemed adequate to sustain a basic standard of living at the national (rural/urban) level.
