In middle- and low-income countries, ensuring affordable health care is high on the development agenda given the large numbers of people lacking sufficient financial means to access health services: worldwide, more than 100 million people are pushed into poverty every year by the need to pay for health care.

There are many social security mechanisms to facilitate the access to health care:

The ILO Sec Soc department is producing a policy paper on social health protection : "Social health protection: An ILO strategy towards universal access to health care Draft for consultation, ILO, Social Security Department, 2007". It will serve as a guideline on policies in social health protection and provide an overview of current and planned activities and projects.
