The international community recognizes the extension of social protection as a key topic on its agenda. At its 89th Session in June 2001, The International Labour Conference (ILC) concluded a general discussion on social security with a renewed commitment of the International Labour Organization to the extension of social security coverage and the improvement of the governance, financing and administration of social security. On 18 June 2003 in Geneva, the Director-General and representatives of governments and workers' and employers' organizations launched the "Global Campaign on Social Security and Coverage for All". The mandate of the campaign was to promote the extension of coverage of social security as defined in the Resolution and Conclusions concerning social security of the ILC 2001. Within the same document it is recommended that each country should determine a national strategy for working towards social security for all.
The 2007 G8 Conference, "Shaping the Social Dimension of Globalisation", re-emphasised the importance of the campaign and of social protection as a crucial tool in combating poverty and promoting economic and social development, particularly in developing countries.
