    Basic social security or 'social security floor' is a set of guarantees where:

  • All residents have access to basic/essential health care benefits through pluralistic delivery mechanisms, with the State accepting general responsibility for ensuring the adequacy of the delivery system and its financing;
  • All children enjoy a level of income security at least at the poverty level through various family/child benefits aimed at facilitating access to nutrition, education and care;
  • Some targeted income support is provided to the poor and the unemployed in the active age group;
  • All elderly residents and those with disabilities enjoy income security at least at the poverty level through pensions for old age, disability and survivors.

   Consists of both the list of covered health services and the level of coverage that corresponds to each service. A scheme may offer one or more benefit plans from which members may choose: for example, a basic plan and an extended plan (including a greater number of services, and in some cases, higher levels of coverage). Each benefit plan has a corresponding premium level; the premium level of an extended formula is higher than that of a basic plan. [ILO-STEP, 144]

   One of the decision-making bodies in those health micro-insurance schemes that hold a general assembly and are managed democratically. The board of directors is composed of members elected by the general assembly and is responsible for implementing the scheme's general policy, as determined by the general assembly. The board of directors may be assisted by the executive committee, which, in turn, is responsible for implementing decisions and managing the scheme on a day-to-day basis. [ILO-STEP, 144]
