Technical cooperation projects

At its 292nd session in March 2005, the ILO Governing Body requested the Director-General to: “Increase, through technical cooperation, the capacity of ILO constituents and implementing partners to promote gender equality in the world of work”.

Technical cooperation is a principle means of action for achieving Decent Work outcomes and realising the Decent Work Agenda at country level. GENDER implements technical cooperation projects in partnership with the ILO Gender Network to support capacity building of constituents on gender mainstreaming, conduct participatory gender audits and expand ILO’s global knowledge base on gender issues in the world of work.

GENDER works with the Partnerships and Development Cooperation Department (PARDEV) to help ensure that gender equality is addressed in the policy orientation and operational aspects of all technical cooperation projects, as well as in partnership agreements with donors. This is in accordance with the objectives of the 2008 Declaration on Social Justice for a Fair Globalization.

Through knowledge-sharing initiatives, tools development and capacity building with the International Training Center, based in Turin, GENDER works to ensure that ILO constituents and staff members are better equipped to mainstream gender in the design and delivery of technical cooperation projects and programmes, including Decent Work Country Programmes (DWCPs).

Interregional projects

  1. Norway/ILO BASIC Gender Equality in the World of Work

    24 May 2010

    The project entitled BASIC Gender Equality in the World of Work supports ILO constituents to be better prepared to promote gender equality at the workplace. The project, for which a first phase takes place in 2010, also aims to strengthen ILO’s knowledge base on gender equality, particularly in relation to the global economic and financial crisis.

  2. Sweden/ILO Gender Mainstreaming Project

    24 May 2010

    This project coordinated by GENDER, addresses the gender dimensions of both policy orientation and operational aspects of the Sweden/ILO Partnership Programme 2009-11.

  3. Knowledge Sharing on Gender Mainstreaming in the Netherlands-ILO Cooperation Programme

    24 May 2010

    Completed in April 2010, this Programme contributed to and supported an integrated and consistent way of mainstreaming gender in the overall Netherlands/ILO programme.

  4. Gender Mainstreaming in DFID/ILO Partnership Framework Agreement

    24 May 2010

    Completed in December 2009, this project, part of the United Kingdom/ILO Partnership Framework Agreement 2006-09, helped strengthening ILO's contribution to joint UN programme on gender equality at national level and ensured the integration of gender dimensions in ILO core results-based management systems.

  5. Denmark/ILO Gender Mainstreaming Project

    24 May 2010

    Completed in December 2009, the Denmark/ILO Gender Mainstreaming Project successfully mainstreamed gender into the design and implementation of programmes and activities launched under the Denmark/ILO Framework Agreement 2008-09.

  1. Project on Gender Equality in Pakistan

    20 October 2011

    This project aims to help build capacity of key institutions to identify gender gaps in national policies, institutions and programmes through initiatives to reduce these as much as possible.

  2. Project on Gender-Responsive Recovery for Sustainable Peace in Nepal

    20 October 2011

    This joint project of ILO, FAO and UN Women aims to address economic, social and psychological hardships of conflict-affected women and their families through community-led women's empowerment initiatives.

  3. Joint UN Programme on Prevention of and Response to Gender-based Violence in Sri Lanka

    16 June 2011

    ILO, UNDP, UNFPA, UNHCR, UNICEF and WHO are investing their combined expertise and resources through this project to support Government and non-government actors to address issues within the health, criminal justice, law enforcement and social services sectors that are affecting delivery of an effective and sustained response to reduce gender-based violence in Sri Lanka. The programme is being supported by the UN Resident Coordinator and the Chairperson of the UN Gender Theme Group in Sri Lanka.

  4. Project on Gender Equality in the World of Work, Ukraine

    02 April 2011

    The goal of this project “Gender Equality in the World of Work” is to enable key state bodies and social partners to promote gender equality and women’s empowerment in the world of work by developing, implementing and monitoring gender-sensitive employment policies and programmes.

  5. Towards Counting As Workers: Protecting the Rights of Women Migrant Domestic Workers (WMDWs) in Lebanon - Through a Participatory Policy Dialogue and Action Process

    06 February 2011

    The initiative consists mainly, but not exclusively, of the publishing and dissemination of a workers’ information guide on human and labour rights of migrant domestic workers in the languages of the sending countries as well as English, French and Arabic.

  6. Palestinian Women Economic Empowerment Initiative in Lebanon

    02 December 2010

    This project focuses on promoting economic recovery and decent work conditions for Palestinian women in refugee camps in Lebanon.

  7. Promoting equality at work in China

    19 October 2010

    The project, sponsored by the Australian Agency for International Development, enables the ILO to work with constituents and civil society organizations in China to promote non-discrimination and equality in employment opportunity and treatment through capacity building activities and sharing of knowledge and good practices.

  8. Implementing the Common Agenda for Gender Equality and Empowerment of Women in Algeria

    10 August 2010

    The Common Programme for Gender Equality and Empowering Women in Algeria, designed in a participatory process that involved several government ministries and organizations of civil society, is supported by seven UN entities: UNDP, UNFPA, UNICEF, UNAIDS, ILO, UNIDO and UNIFEM.

  9. Joint UN Project on Gender Equality in Viet Nam

    25 May 2010

    This project, funded by the Spanish MDG Achievement Fund, includes ILO and 11 other UN entities that will work in partnership with the Government of Vietnam. The project aims to provide strategic, coordinated and multi-sectoral capacity building and technical assistance to national and provincial stakeholders so that they can better implement, monitor, evaluate and report on the country’s Law on Gender Equality, and also the Law on Domestic Violence Prevention and Control.

  10. Gender equality for decent employment in Pakistan

    25 May 2010

    This project, funded by the Canadian International Development Agency, aims to promote employment and non-discrimination in the labour market for women in Pakistan.

  11. Promoting gender equality and preventing violence against women at the workplace in Bangladesh

    25 May 2010

    This project, funded under the Spanish MDG Achievement Fund, is a joint endeavor of UN agencies in the country to support achievement of Millennium Development Goal 3 on gender equality.

  12. Joint UN programme on gender equality for Uganda

    25 May 2010

    ILO’s component under this programme aims to promote employment and non-discrimination towards women in Uganda.

  13. Gender, poverty and employment in the context of the informal economies in Arab States - Phase II

    24 May 2010

    This project, funded by the Canada-based International Development Research Centre, aims to inform and raise awareness about the informal economy in the Arab States, with a focus on gender aspects.

  14. Towards Gender Parity in Pakistan Project (TGP)

    01 July 2009

    The ILO in partnership with 14 other UN agencies started this joint project to ensure equal access to decent work and productive employment for women and men is essential as a sustainable way out of poverty.
