Annual Evaluation Report 2008-2009 (Long Report)

In November 2008, the Governing Body made a number of suggestions to improve the report. First, there was a request for more detail on the follow-up to recommendations, and the reasons for partial implementation. Second, there was a call for evidence that lessons were being learned from evaluations and incorporated into future programming. Third, there was a call to move quickly to incorporate the Declaration on Social Justice for a Fair Globalization as the main basis for country and programmatic evaluations, including a call for analysis and recommendations for DWCPs in light of the Declaration. These suggestions have been taken into account in the preparation of this report.

Strategy evaluation: Performance and progress in gender mainstreaming through the ILO Action Plan for Gender Equality 2008-09

This evaluation analyses performance and progress in gender mainstreaming, using the Action Plan as a basis for measuring results and gaps. The main purposes of the evaluation are: internal management learning and decision making; as a reference for drafting the Director-General’s report on results of the Action Plan, to be presented to the Governing Body in March 2010; for advising on the drafting of the next Action Plan; and for sharing lessons learned and good practices with other UN system entities.

Independent Evaluation of the ILO's Decent Work Country Programme for Indonesia: 2006-2009

This report presents analyses, findings and recommendations of the independent evaluation of the ILO’s Decent Work Country Programme (DWCP) in Indonesia, conducted in early 2009. The DWCP is managed and delivered through the ILO Office in Jakarta. The evaluation reviews ILO’s performance from 2006 to 2009. During this period, 40 ILO projects were implemented with a total value of over US$70 million. The evaluation focuses on the ILO’s strategic positioning in the country, its approach to setting an ILO agenda, as well as the composition, implementation, and evolution of ILO national strategies as they relate to the Decent Work Agenda.

The evaluation analyses the ILO’s strategy to increase member States’ capacities to develop policies or programmes focused on youth employment. The thrust of this strategy is to strengthen the International Labour Organization (ILO) constituents’ capacities to translate global commitments expressed in the United Nations (UN) (for making productive employment and decent work a fundamental component of economic and social policies and/or development strategies) into national action.

Independent external evaluation of International Labour Organization Evaluation Function

When the ILO’s Governing Body adopted the Evaluation Policy in November 2005, it also stipulated that the policy be evaluated at the end of five years and this report commissioned to an external evaluation team is the result.
