This evaluation report provides the background documentation and analysis for the basis of the findings, conclusions and recommendations set out in the summary report GB.297/PFA/2/2, “Independent evaluation of the ILO’s strategy for employment-intensive investment”, presented by the Office to the Governing Body at its 297th Session in November 2006.

The report was prepared by independent consultants with no previous involvement in the ILO’s employment-intensive investment strategy. Responsibility for the content and presentation of findings and recommendations rests with the evaluation team. As such, the views and opinions expressed in the report do not necessarily correspond to the views of
the ILO, its members, or implementing partners.
