Frédéric LAPEYRE, Head of Unit
Frédéric Lapeyre is Head of the Informal Economy Unit at the Employment Policy Department, International Labour Organization. He is a Member of the Outcome 6 Coordination Team on "Formalization of the Informal Economy". He was a core member of the ILO Team in charge of the preparation of the Recommendation 204 on "The transition from the informal to the formal economy" adopted by the International Labour Conference in June 2015. He has also until recently managed the PAEJK project for youth employment in Katanga, DR Congo. He holds a Ph.D in Development Studies. He was previously Professor at the Catholic University of Louvain, Chairman of the Belgium Post-Graduate School for Development Studies, assistant professor at the Geneva Graduate School for Development Studies and Fulbright Post-doctoral fellow at Brown University (Watson Institute for International Studies). He has written extensively on development and employment related issues.

Vicky LEUNG, Technical Officer
Since firstly joining the ILO in 2010, her work focuses on poverty reduction, employment promotion and transition to the formal economy. Apart from experience with the ILO, she also worked for UNOCHA in Geneva and MONUSCO in North Kivu, DR Congo. She holds a Master of International Relations from Sciences Po Lille, France, a Bachelor of Social Sciences (Hons.) in European Studies (French Stream) from Hong Kong Baptist University and a Diploma of International Programme from Sciences Po Paris, France.
