The challenges in the way of a truly inclusive policy-making process are numerous and need to be better understood if they are to be overcome. Learning from national experiences, this research project attempts to document both the challenges and what works in which context. It also seeks to define what “real” participation in policy-making means in specific country environments and how to achieve it.
