Examines two approaches to promoting flexible training: 1. reform of the vocational education and training system in Australia and Scotland; 2. optimising the training potential and diversifying the means of skill development through specialist training programmes in France, the USA, and the Open and Flexible Training approach carried out in the UK and the Moscow region.
