  2. Business Practices in Small Firms in Developing Countries

    This independent study uses the contents of ILO's Improve Your Business (IYB) training curriculum to measure whether improved business practices have an impact on enterprise performance in small enterprises. It is based on data of more than 10.000 SMEs in 6 countries. A key finding of the study is that improved management practices (as promoted by IYB training) have a significant impact on enterprise performance. However, the paper also finds that the typical duration and intensiveness of courses like IYB might be too short to sustain changes in business practices. A key question resulting out of this for management training programmes is: how to improve training, complementary measures and follow-up services to achieve and sustain a long-term change in business practices and thus in business performance and job creation?

    The ILO approach to enhancing finance for small enterprises focuses on building the capacity on both the demand and the supply side (see Figure 1). Financial service providers (FSPs) are strengthened to be able to provide relevant products, and entrepreneurs are capacitated to use those services most effectively. In collaboration with the ILO’s International Training Centre in Turin, the ILO delivers much of the content by training local trainers, which facilitates significant outreach.

    Results from a Loans, Grants and Training Experiment in Uganda: Outlines results of a randomized experiment with microenterprise owners in Uganda designed to explore the impact of receiving business skills training using SIYB, loans, cash grants or a combinations of these programmes. It was found that men with access to loans and SIYB training reported significantly higher profits. The loan-only intervention had some initial impact, but this does not last. There were no impacts from the grant intervention and no effects for women from any of the interventions. The results suggest that male-owned microenterprises can grow through finance when paired with training.

Within the programme, a particular focus has been put on collaboration and communication of enterprises with their internal stakeholders. With this publication the focus will be broadened by bringing to attention the relationships of enterprises with their external stakeholders as well as the relationships among the external stakeholders themselves.
