A high SCORE: First ILO project to pass external results measurement audit

The ILO closely tracks the outreach and results of SCORE Training using the Results Measurement Standard of the Donor Committee for Enterprise Development (DCED). In 2015, SCORE’s Monitoring and Evaluation (M&E) system has been audited by an external auditor and found 87% compliant with the standard. This confirms that data is collected using reliable methods and reported consistently.

As with most other technical cooperation interventions, enterprise development programmes are under increasing pressure to provide credible measurements of results achieved. One relatively new initiative is the Results Measurement Standard of the Donor Committee for Enterprise Development (DCED) which helps practitioners to articulate their theory of change and to set and monitor indicators which show whether intended changes are occurring. In addition, the DCED Secretariat offers an external auditing assessing the results measurement systems of projects with the aim of enhancing the credibility of reported results. The ILO's SCORE programme supporting medium sized companies in emerging countries to improve productivity and working conditions is the first ILO project that went for the DCED audit.
