General objective
The course will improve the skills of participants to analyse, design and implement programmes for reforming and improving the business environment for small enterprise development (SED).

Specific objectives
At the end of the course, the participants will be able to:
- Present the business environment from the perspective of a small enterprise and describe how the activities of stakeholders both influence and react to the business environment;
- Develop a step-by-step strategy for implementing a policy for improving the enabling environment for small enterprises;
- Identify practical ways for implementing institutional change, including social dialogie and strategies for reducing resistance to reform;
- Design and explain the importance of a monitoring and evaluation system for assessing progress with reform of the business environment.
