Towards a national action plan for youth employment in the Azerbaijan Republic

Based on developments in the period 1989-2002, presents policy priorities regarding employment of the 15-24 years old. Distinguishes between a) preventive measures, such as stimulation of labour demand, education and training, and b) curative measures, including public works programmes, support of business start-ups, wage subsidies etc.
