Français Primary Database

Why To produce textual analysis and statistical indicators on the state and evolution of the workers' security worldwide, a set of databases has been setting up, containing information on the different forms and dimensions of socio-economic security. The Primary Database on socio-economic security is one of them.
What The Primary database contains information on the seven forms of socio-economic security
Where This database presently covers 119 countries for years 1990/1999 and/or 2002/2004.
Design The primary database is built on the basis of a questionnaire - the Questionnaire on socioeconomic security, to be applied to each individual country.

The questionnaire has been designed through an extensive process of consultation with specialists from inside and outside the ILO. It contains 452 variables grouped around 72 basic questions. Some of the variables refer to traditional labour statistics such as employment and wage levels. Others are less usual, and refer, for example, to gender composition of executive boards, existence of tripartite bodies, number of prisoners, etc. These variables can also be classified as quantitative variables - such as percentages, dates, absolute values etc. - or qualitative ones - such as definitions, categories, etc. Each is associated to a source and a note to allow for tracking of the information and access to detailed definitions.

The questionnaire is then sent to a national correspondent in each country. The correspondent, who is usually an experienced statistician and in some cases a national or regional ILO office, is responsible for collecting all the required information. The SES team in Geneva carries out verification and analysis of the information for the database.
Source Different types of sources are used, depending on the judgement of the national correspondent. The correspondent is responsible for selecting the most reliable source, identify it precisely in the questionnaire and also indicate explicitly when the answer to a question or series of variables is not available in the country. Data is collected from published material, electronic files, etc. and also, when appropriate, through direct interviews with experts, managers, etc.
