|Circonstances:||Vessel left Somalia loaded with coal for Dubai. Engine failure caused vessel to drift for 18 days, towed by Port Authorities of Seychelles. Certificates expired, no food and water, infestation of rats and cockroaches. Owner unwilling to pay towage fees, outstanding wages and/or supplies for the ship. Does not respond to attempts to make contact.|
ITF contacted owner, flag state, Seychelles port authority, shipper/cargo owner, Seychelles AOS. Flag State has contributed to cost of subsistence.

Letter received by the ITF, from the Registry:
With regards to the correspondence below, our office in Dubai continues
to press the Owners of this vessel to meet his obligations.
We will not be allowing this owner or associates to register a ship with
us in the future and are examining the publication of such information
to other Administrations.
Funds have been made available to the Apostleship of the Sea to allow
welfare work to the seafarers onboard.
We will continue to follow this matter through our legal advisers and
their associates in the Seychelles and will take further measures or
contribute financially where we will consider this to be necessary.
However, we are of the opinion that the repatriation of seafarers is a
matter for their respective national governments.
We also trust that the legal action taken by the Seychellois Authorities
can be expedited quickly to resolve the matter of the monies claimed by
them and release funds to other parties having a claim on them.

UPDATE: Four crew members remain on board, four have been repatriated by the ITF. The court has permitted the cargo interest to offload the cargo, leaving the vessel only under arrest. The owners have now placed an injunction on the sale of the vessel, alleging that it has been hijacked by the crew. The next hearing will be on 27 July 2006. The four remaining crew members are being provided with subsistence by the Seychelles Port Authority.

All crew have now been repatriated. The vessel has been sold, however monies have yet to be dispersed as decisions are still pending over priorities.
