Prescribes the manner in which disability is to be determined and requires local authorities to register disabled persons. Regulates the establishment and operation of Disabled People's Homes and issues related to free education for the disabled and their children, free medical treatment, priority for disabled persons in employment and tax facilities for enterprises employing disabled persons. Establishes a Disabled Person's Service Fund and regulates its purpose and financing. Made under section 24 of the Disabled Persons Protection and Welfare Act, 1982.
