Applies to persons declaring themselves to be of Hungarian nationality who are not Hungarian citizens and who have their residence in the Republic of Croatia, the Federal Republic of Yugoslavia, Romania, the Republic of Slovenia, the Slovak Republic or the Ukraine, and who (a) have lost their Hungarian citizenship for reasons other than voluntary renunciation and (b) are not in possession of a permit for permanent stay in Hungary. Chapter II provides for benefits and assistance for persons covered by the Act. Chapter III regulates procedure of application for benefits and assistance.

Sets out the Fundamental Law of Hungary which is the foundation of the legal system in Hungary. The first part deals with the foundation of Hungary, including with respect to name of the country, citizenship, language, coat of arms etc. The next part deals with Freedoms and Responsibilities.
Article XV provides for equality before the law and freedom from discrimination for the grounds cited.
Article XVI provides for the rights and responsibilities of children and parents
Article XVII sets out the rights and responsibilities of employees and workers as follows:
(1) Employees and employers shall cooperate with each other in order to ensure jobs, make the national economy sustainable and for other community goals.
(2) Employees, employers and their representative bodies shall have a statutory right to bargain and conclude collective agreements, and to take any joint action or hold strikes in defence of their interests.
(3) Every employee shall have the right to working conditions which respect his or her health, safety and dignity.
(4) Every employee shall have the right to daily and weekly rest times and annual paid leave.
Article XVIII prohibits the employment of children and protection of young persons.
Article XIX provides for the right to social security.
Article 25 provides that special courts will be established for resolution of labour disputes.

Regulates execution of prison sentences. Part I sets forth basic principles. Part III provides for duties and rights of convicts. These include the carrying out of work which is assigned to the prisoner, and occasional participation in cleaning and supplying of the penal institution without remuneration. Part IV deals with education of convicts. Part V regulates employment of convicts. Establishes that convict employment constitutes essential part of imprisonment. Objective of employment is to help convicts maintain their corporeal and mental skills. Convict must be assigned socially useful work, within the range of the penal institute's capacities. When assigning a particular task to a convict, his coproreal and mental capacities must be taken into account. Also makes provision for remuneration of prisoners. Part VI provides for convict's material supply and health care.
