The purpose of the Act is to contribute to the integration of society as well as to the enhancement of the quality of people's lives by means of expanding social services and creating jobs (Article 1). Provides for the establishment of the Social Enterprise Support Committee and the regulation of social enterprises.

Seeks to improve workers' quality of life, and to contribute to balanced development of the national economy. Divided into 8 parts. Part 1 contains general provisions. Part 2 deals with improvement of workers' housing situation. Part 3 provides for workers' physical welfare and protection of property. Part 4 governs credit guarantee for workers; Part 5 employee stock ownership system. Part 6 deals with support for workers welfare facilities. Part 7 provides for workers welfare promotion fund. Part 8 contains supplementary provisions.
