Aims at protecting population's health and the right to pure environment, free of smoke from tobacco and herbal smoking products, to specify the design of packaging units of tobacco products and herbal smoking products, restrictions on the distribution of tobacco products and herbal smoking products. Article 3 specifically regulates issues related to workplace unpolluted by tobacco smoke. It namely provides that an employee who does not smoke has the right to refuse to work in a workspace where other employees smoke. Such a refusal may not be regarded as violation of employment discipline or civil service regulations.
