Modifie et complète une série d'articles concernant natamment les contrats de travail, la rémunération, les conditions de travail et les normes y relatives; ajoute deux chapitres supplémentaires aux Principes de la législation soviétique du travail adoptés par la Loi du 15 juillet 1970 (SL 1970-URSS 1), chapitres qui traitent respectivement des garanties de'emploi des travailleurs touchés par des réductions d'effectifs et des collectifs de travailleurs. Le premier de ces deux chapitres prévoit que des salariés peuvent être licenciés en cas de cessation d'activité de l'entreprise ou de compression d'effectifs. La direction doit donner un préavis de licenciement de deux mois et verser aux travailleurs concernés une indemnité correspondant à un salaire mensuel moyen. Les travailleurs continuent de toucher un salaire moyen pendant la période de recherche d'emploi, mais au maximum pendant deux mois à compter du jour où ils ont été licenciés, et compte tenu de l'indemnité versée. La direction est tenue de proposer au salarié licencié un autre emploi dans l'entreprise, dans sa profession et en fonction de ses qualifications. A défaut, ou si le salarié refuse un autre emploi dans la même entreprise, il peut soit s'adresser à l'organe chargé du placement, soit se mettre lui-même en quête d'un emploi. La direction fournit audit organe tous les renseignements utiles au placement du salarié qui sera éventuellement orienté, avec son accord, vers une nouvelle formation. Le deuxième chapitre définit le mandat de l'assemblée générale et du conseil du collectif de travailleurs, le système d'élection des cadres dirigeants par les collectifs, et les principes généraux de l'intéressement du collectif aux résultats de l'activité économique.

The schedule to the ordinance contains detailed instructions as to the procedure for keeping workers' personel records. Entries in such records must be made by the establishment, institution or organisation employing the worker, even temporarily, and no worker may be engaged unless he or she can produce his or her record or alternative attestation of his previous employment or status.

Timetable normally consists of three parts: "fixed time", "variable time" and "breaks for rest and meals".
