In particular, special provisions are made for nursing personnel (increases in rates of basic pay, recruitment and retention bonus pay, etc.) and a new Subchapter III, entitled Patient Rights, is inserted in Chapter 73 (Title 38) to provide for confidentiality of certain medical records and non-discrimination against alcohol and drug abusers and persons infected with HIV.
